U.S. Officials Confirm Israel Strike on Syria

Only in a parallel universe is Israel's act of aggression not considered an act of war.

Reuters reports:
U.S. officials on Wednesday confirmed Israel launched air strikes against Syria last week and said they were to target weapons Israel believes were headed for the militant group Hezbollah.

One defense official dismissed speculation Israel had aimed for any nuclear-related target. Two others said the target included weapons Israeli and U.S. officials have said Iran provides to Hezbollah through Syria.
"They saw a weapons flow," one official said, referring to weapons caches intended for Hezbollah, which fired thousands of rockets into Israel during a 36-day conflict last year.

It was still unclear whether Israel hit its targets in the September 6 air strikes.

Israel has declined comment on the strikes. Syria says the munitions dropped by Israel did no damage.

One U.S. defense official, speaking only on condition of anonymity, said the significance of the strikes was not whether Israel hit its targets, but rather that it displayed a willingness to take military action.

Syria has protested to the United Nations about the air strikes. On Wednesday, Syria's U.N. ambassador said Israel's motive was to torpedo peace moves.

SYRIA AT U.N.

"We think the Israeli purpose behind such an aggressive act is to torpedo the peace process, to torpedo the idea of holding an international conference," Syrian Ambassador Bashar Ja'afari told reporters.

Asked about Hezbollah's weapons, Ja'afari said, "This is blah, blah. This is nonsense, this is an unfounded statement. It is not up to the Israelis or anyone else to assess what we have in Syria."

"There was no target," he added. "They dropped their munitions. They were running away after they were confronted by our air defense."

Israeli public radio stations, which like all media in the country are under military censorship, led morning news bulletins with a New York Times report that U.S. officials had said Israel carried out the strikes -- and that U.S. officials believed Syria may have obtained nuclear material.

While some officials speculated that Syria and North Korea had opened some form of cooperation on nuclear weapons, other U.S. officials and former intelligence officials told Reuters that seemed unlikely and technically difficult.

A European diplomat speaking on condition of anonymity told Reuters satellite surveillance of an alleged nuclear site in Syria had been inconclusive due to poor weather. However, he said monitoring of this site would continue.

Israeli jets last struck in 2003 across a border that remains tense but quiet 34 years after the last war between the two neighbors ended in an edgy ceasefire. In June last year Syrian guns opened fire on Israeli aircraft over Syria.

Israel has urged Syria to stop supporting militant Palestinian groups and the Lebanese movement Hezbollah.

Some Israeli intelligence officials also have suggested Syria's government might be ready to try to take by force parts of the Golan Heights captured by Israel in the war of 1967.

Syrian officials have said Syria was seeking peaceful means to recover the Golan, although some also have suggested force remained an option if diplomacy failed. Israeli-Syrian peace efforts have been stalled for seven years.

And notice how the media went to black-out.

Beyond Disaster

The war in Iraq is about to get worse—much worse. The Democrats’ decision to let the war run its course, while they frantically wash their hands of responsibility, means that it will sputter and stagger forward until the mission collapses. This will be sudden. The security of the Green Zone, our imperial city, will be increasingly breached. Command and control will disintegrate. And we will back out of Iraq humiliated and defeated. But this will not be the end of the conflict. It will, in fact, signal a phase of the war far deadlier and more dangerous to American interests.
Iraq no longer exists as a unified country. The experiment that was Iraq, the cobbling together of disparate and antagonistic patches of the Ottoman Empire by the victorious powers in the wake of World War I, belongs to the history books. It will never come back. The Kurds have set up a de facto state in the north, the Shiites control most of the south and the center of the country is a battleground. There are 2 million Iraqis who have fled their homes and are internally displaced. Another 2 million have left the country, most to Syria and Jordan, which now has the largest number of refugees per capita of any country on Earth. An Oxfam report estimates that one in three Iraqis are in need of emergency aid, but the chaos and violence is so widespread that assistance is impossible. Iraq is in a state of anarchy. The American occupation forces are one more source of terror tossed into the caldron of suicide bombings, mercenary armies, militias, massive explosions, ambushes, kidnappings and mass executions. But wait until we leave.

It was not supposed to turn out like this. Remember all those visions of a democratic Iraq, visions peddled by the White House and fatuous pundits like Thomas Friedman and the gravel-voiced morons who pollute our airwaves on CNN and Fox News? They assured us that the war would be a cakewalk. We would be greeted as liberators. Democracy would seep out over the borders of Iraq to usher in a new Middle East. Now, struggling to salvage their own credibility, they blame the debacle on poor planning and mismanagement.

There are probably about 10,000 Arabists in the United States—people who have lived for prolonged periods in the Middle East and speak Arabic. At the inception of the war you could not have rounded up more than about a dozen who thought this was a good idea. And I include all the Arabists in the State Department, the Pentagon and the intelligence community. Anyone who had spent significant time in Iraq knew this would not work. The war was not doomed because Donald Rumsfeld and Paul Wolfowitz did not do sufficient planning for the occupation. The war was doomed, period. It never had a chance. And even a cursory knowledge of Iraqi history and politics made this apparent.

This is not to deny the stupidity of the occupation. The disbanding of the Iraqi army; the ham-fisted attempt to install the crook and, it now turns out, Iranian spy Ahmed Chalabi in power; the firing of all Baathist public officials, including university professors, primary school teachers, nurses and doctors; the failure to secure Baghdad and the vast weapons depots from looters; allowing heavily armed American units to blast their way through densely populated neighborhoods, giving the insurgency its most potent recruiting tool—all ensured a swift descent into chaos. But Iraq would not have held together even if we had been spared the gross incompetence of the Bush administration. Saddam Hussein, like the more benign dictator Josip Broz Tito in the former Yugoslavia, understood that the glue that held the country together was the secret police.

Iraq, however, is different from Yugoslavia. Iraq has oil—lots of it. It also has water in a part of the world that is running out of water. And the dismemberment of Iraq will unleash a mad scramble for dwindling resources that will include the involvement of neighboring states. The Kurds, like the Shiites and the Sunnis, know that if they do not get their hands on water resources and oil they cannot survive. But Turkey, Syria and Iran have no intention of allowing the Kurds to create a viable enclave. A functioning Kurdistan in northern Iraq means rebellion by the repressed Kurdish minorities in these countries. The Kurds, orphans of the 20th century who have been repeatedly sold out by every ally they ever had, including the United States, will be crushed. The possibility that Iraq will become a Shiite state, run by clerics allied with Iran, terrifies the Arab world. Turkey, as well as Saudi Arabia, the United States and Israel, would most likely keep the conflict going by arming Sunni militias. This anarchy could end with foreign forces, including Iran and Turkey, carving up the battered carcass of Iraq. No matter what happens, many, many Iraqis are going to die. And it is our fault.

The neoconservatives—and the liberal interventionists, who still serve as the neocons’ useful idiots when it comes to Iran—have learned nothing. They talk about hitting Iran and maybe even Pakistan with airstrikes. Strikes on Iran would ensure a regional conflict. Such an action has the potential of drawing Israel into war—especially if Iran retaliates for any airstrikes by hitting Israel, as I would expect Tehran to do. There are still many in the U.S. who cling to the doctrine of pre-emptive war, a doctrine that the post-World War II Nuremberg laws define as a criminal “war of aggression.”

The occupation of Iraq, along with the Afghanistan occupation, has only furthered the spread of failed states and increased authoritarianism, savage violence, instability and anarchy. It has swelled the ranks of our real enemies—the Islamic terrorists—and opened up voids of lawlessness where they can operate and plot against us. It has scuttled the art of diplomacy. It has left us an outlaw state intent on creating more outlaw states. It has empowered Iran, as well as Russia and China, which sit on the sidelines gleefully watching our self-immolation. This is what George W. Bush and all those “reluctant hawks” who supported him have bequeathed us.

What is terrifying is not that the architects and numerous apologists of the Iraq war have learned nothing, but that they may not yet be finished.

Yet nobody calls this President to account. Nobody confronts him with the truths from on the ground, from those not beholden to him, in his line of command.

Bush hasn't had a full court press conference in almost a year. The White House press corps is content to be spun by an assistant press secretary, dutifully writing down her alliterative cliches, and repeating them back into microphones for the evening news.

And the beat goes on.

From 9/11/01 to 9/11/07: "We've Come Full Circle"

Most of the 9/11 hijackers were Saudis, Saudis make up close to one half of the foreign detainees held in Iraq, Saudi Arabia is funding the Sunni tribal groups in Iraq and opponents of the al-Maliki government, and about half of the foreign fighters who arrive in Iraq each month are Saudis. Bush not only refuses to bring U.S. troops out of the region or redeploy them somewhere else in the region outside of Iraq, he's pushing through a record arms deal with the Saudis.



The NYTimes reports:
During a high-level meeting in Riyadh in January, Saudi officials confronted a top American envoy with documents that seemed to suggest that Iraq’s prime minister could not be trusted.

One purported to be an early alert from the prime minister, Nuri Kamal al-Maliki, to the radical Shiite cleric Moktada al-Sadr warning him to lie low during the coming American troop increase, which was aimed in part at Mr. Sadr’s militia. Another document purported to offer proof that Mr. Maliki was an agent of Iran.

The American envoy, Zalmay Khalilzad, immediately protested to King Abdullah of Saudi Arabia, contending that the documents were forged. But, said administration officials who provided an account of the exchange, the Saudis remained skeptical, adding to the deep rift between America’s most powerful Sunni Arab ally, Saudi Arabia, and its Shiite-run neighbor, Iraq.

Now, Bush administration officials are voicing increasing anger at what they say has been Saudi Arabia’s counterproductive role in the Iraq war. They say that beyond regarding Mr. Maliki as an Iranian agent, the Saudis have offered financial support to Sunni groups in Iraq. Of an estimated 60 to 80 foreign fighters who enter Iraq each month, American military and intelligence officials say that nearly half are coming from Saudi Arabia and that the Saudis have not done enough to stem the flow.
One senior administration official says he has seen evidence that Saudi Arabia is providing financial support to opponents of Mr. Maliki. He declined to say whether that support was going to Sunni insurgents because, he said, “That would get into disagreements over who is an insurgent and who is not.”

Senior Bush administration officials said the American concerns would be raised next week when Secretary of State Condoleezza Rice and Defense Secretary Robert M. Gates make a rare joint visit to Jidda, Saudi Arabia.

Officials in Washington have long resisted blaming Saudi Arabia for the chaos and sectarian strife in Iraq, choosing instead to pin blame on Iran and Syria. Even now, military officials rarely talk publicly about the role of Saudi fighters among the insurgents in Iraq.

The accounts of American concerns came from interviews with several senior administration officials, who spoke on the condition of anonymity because they believed that openly criticizing Saudi Arabia would further alienate the Saudi royal family at a time when the United States is still trying to enlist Saudi support for Mr. Maliki and the Iraqi government, and for other American foreign policy goals in the Middle East, including an Arab-Israeli peace plan.

In agreeing to interviews in advance of the joint trip to Saudi Arabia, the officials were nevertheless clearly intent on sending a pointed signal to a top American ally. They expressed deep frustration that more private American appeals to the Saudis had failed to produce a change in course.

The American officials said they had no doubt that the documents shown to Mr. Khalilzad were forgeries, though the Saudis said they had obtained them from sources in Iraq. “Maliki wouldn’t be stupid enough to put that on a piece of paper,” one senior Bush administration official said. He said Mr. Maliki later assured American officials that the documents were forgeries.

The Bush administration’s frustration with the Saudi government has increased in recent months because it appears that Saudi Arabia has stepped up efforts to undermine the Maliki government and to pursue a different course in Iraq from what the administration has charted. Saudi Arabia has also stymied a number of other American foreign policy initiatives, including a hoped-for Saudi embrace of Israel.

Of course, the Saudi government has hardly masked its intention to prop up Sunni groups in Iraq and has for the past two years explicitly told senior Bush administration officials of the need to counterbalance the influence Iran has there. Last fall, King Abdullah warned Vice President Dick Cheney that Saudi Arabia might provide financial backing to Iraqi Sunnis in any war against Iraq’s Shiites if the United States pulled its troops out of Iraq, American and Arab diplomats said.

Several officials interviewed for this article said they believed that Saudi Arabia’s direct support to Sunni tribesmen increased this year as the Saudis lost faith in the Maliki government and felt they must bolster Sunni groups in the eventuality of a widespread civil war.

Saudi Arabia months ago made a pitch to enlist other Persian Gulf countries to take a direct role in supporting Sunni tribal groups in Iraq, said one former American ambassador with close ties to officials in the Middle East. The former ambassador, Edward W. Gnehm, who has served in Kuwait and Jordan, said that during a recent trip to the region he was told that Saudi Arabia had pressed other members of the Gulf Cooperation Council — which includes Qatar, the United Arab Emirates, Kuwait, Bahrain and Oman — to give financial support to Sunnis in Iraq. The Saudis made this effort last December, Mr. Gnehm said.

The closest the administration has come to public criticism was an Op-Ed page article about Iraq in The New York Times last week by Mr. Khalilzad, now the United States ambassador to the United Nations. “Several of Iraq’s neighbors — not only Syria and Iran but also some friends of the United States — are pursuing destabilizing policies,” Mr. Khalilzad wrote. Administration officials said Mr. Khalilzad was referring specifically to Saudi Arabia and the United Arab Emirates.

Ms. Rice and Mr. Gates, as well as Mr. Cheney and Stephen J. Hadley, the national security adviser, have in recent months pressed their Arab counterparts to do more to encourage Iraq’s Sunni leaders to support Mr. Maliki, senior administration officials said.

“This message certainly has been made very clear in Riyadh and Abu Dhabi,” a senior administration official said. “But there is a deep reserve directed both at the person of the Maliki government but more broadly at the concept” that Iraq’s Shiites are “surrogates of Iran.” Saudi Arabia has grown increasingly concerned about the rising influence of Iran in the region.

A spokesman at the Saudi Embassy in Washington did not return telephone calls on Thursday. But one adviser to the royal family said that Saudi officials were aware of the American accusations. “As you know by now, we in Saudi Arabia have been active in having a united Arab front to, first, avoid further inter-Arab conflict, and at the same time building consensus to move toward a peace settlement between the Arabs and Israel,” he said. “How others judge our motives is their problem.”

Even as American frustration at Saudi Arabia grows, American military officials are still cautious about publicly detailing the extent of the flow of foreign fighters going to Iraq from Saudi Arabia. Earlier this month, for instance, Brig. Gen. Kevin Bergner, the top American military spokesman in Iraq, detailed the odyssey of a foreign fighter recently captured in Ramadi.

In his public account, General Bergner told reporters that the man had arrived in Syria on a chartered bus, was smuggled into Iraq by a Syrian facilitator, and was given instructions to carry out a suicide truck bombing on a bridge in Ramadi. He did not identify the man’s nationality, but American officials in Iraq say he was a Saudi.

The American officials in Iraq also say that the majority of suicide bombers in Iraq are from Saudi Arabia and that about 40 percent of all foreign fighters are Saudi. Officials said that while most of the foreign fighters came to Iraq to become suicide bombers, others arrived as bomb makers, snipers, logisticians and financiers.

American military and intelligence officials have been critical of Saudi efforts to stanch the flow of fighters into Iraq, although they stress that the Saudi government does not endorse the idea of fighters from Saudi Arabia going to Iraq.

On the contrary, they said, Saudi Arabia is concerned that these young men could acquire insurgency training in Iraq and then return home to carry out attacks in Saudi Arabia — similar to the Saudis who turned against their homeland after fighting in Afghanistan in the 1980s.

The Bush administration’s relationship with Saudi Arabia has deteriorated steadily since the United States invasion of Iraq, culminating in April when, bitingly, King Abdullah, during a speech before Arab heads of state in Riyadh, condemned the American invasion of Iraq as “an illegal foreign occupation.”

A month before that, King Abdullah effectively torpedoed a high-profile meeting between Israelis and Palestinians, planned by Ms. Rice, by brokering a power-sharing agreement between the Palestinian president, Mahmoud Abbas, and the militant Islamist group Hamas that did not require Hamas to recognize Israel. While that agreement eventually fell apart, the Bush administration, on both occasions, was caught off guard and became infuriated.

But Saudi officials have not been too happy with President Bush, either, and the plummeting of America’s image in the Muslim world has led King Abdullah to strive to set a more independent course.

The administration “thinks the Saudis are no longer behaving the role of the good vassal,” said Steve Clemons, senior fellow and director of the American Strategy Program at the New America Foundation. The Saudis, in turn, “see weakness, they see a void, and they’re going to fill the void and call their own shots.”

A key aide says Prime Minister Nouri al-Maliki’s relations with U.S. commander Gen. David Petraeus are so poor the Iraqi leader may ask Washington the withdraw the well-regarded U.S. military leader from duty here.

The Iraqi foreign minister calls the relationship “difficult.”

Petraeus says his ties with al-Maliki are “very good” but acknowledges expressing “the full range of emotions” on “a couple of occasions.”

U.S. Ambassador Ryan Crocker, who meets together with al-Maliki and Petraeus at least weekly, concedes “sometimes there are sporty exchanges.”

Al-Maliki has spoken sharply — not of Petraeus or Crocker personally — but about their tactic of welcoming Sunni militants into the fight against al-Qaida forces in Anbar and Diyalah provinces.

But the reality of how the three men get along likely lies somewhere between the worst and best reports about their relationship — perhaps one of the most important in the world and unquestionably central to the future of Iraq, the larger Middle East and scores, if not hundreds, of political, diplomatic and military careers in the United States.

A tangle of issues confront the three men, and none of them present clear or easy solutions:

— Al-Maliki, a Shiite who spent years in exile under Saddam Hussein, hotly objects to U.S. tactic of recruiting men with ties to the Sunni insurgency into the ongoing fight against al-Qaida. He has complained loudly but with little effect except a U.S. pledge to let al-Maliki’s security apparatus vet the recruits before they join the force. He also has spoken bitterly, aides say, about delivery delays of promised U.S. weapons and equipment for his forces.

— Petraeus is confronted with an Iraqi military and police force, nominally under al-Maliki’s control, that has in many cases acted on sectarian — namely Shiite — not national Iraqi interests. He has faced a significant challenge in persuading al-Maliki to shed his ties to radical Shiite cleric Muqtada al-Sadr, who runs the Mahdi Army militia.

— Crocker’s problems with the Iraqi leader are the appearance of foot-dragging or ineffectiveness on the political front — the need to shepherd critical benchmark legislation through parliament. U.S. opponents of the war will undoubtedly demand from Crocker, when he reports to congress in September, an explanation of why U.S. troops are fighting and dying to give al-Maliki political breathing space that the Iraqi leader will not or cannot capitalize on.

First word of strained relations began leaking out with consistency earlier this month.

Sami al-Askari, an key aide to al-Maliki and a member of the prime minister’s Dawa Party, said the policy of including one-time Sunni insurgents in the security forces shows Petraeus has a “real bias and it bothers the Shiites. It is possible that we may demand his removal.”

Foreign Minister Hoshyar Zebari said in an interview with Newsweek, that the Petraeus-al-Maliki relationship was “difficult.”

“The prime minister cannot just pick up the phone and have Iraqi army units do what he says. Maliki needs more leverage.”

A lawmaker from the al-Sadr bloc, who refused use of his name fearing the party would expel him over his continued close ties to al-Maliki, said the prime minister has complained to U.S. President George W. Bush about the policy of arming Sunnis.

“He told Bush that if Petraeus continues doing that he would arm Shiite Militias. Bush told al-Maliki to calm down,” according to the lawmaker who said he was told of the exchange by al-Maliki.

The lawmaker said al-Maliki once told Petraeus: “I can’t deal with you any more. I will ask for someone else to replace you.”

In an angry outburst earlier this month, al-Maliki said American forces should leave and turn over security to Iraqi troops. He quickly backpedaled, but the damage was done.

“There is no leader in the world that is under more pressure than Nouri al-Maliki, without question. Sometimes he reflects that frustration. I don’t blame him. I probably would too,” Crocker said.

The ambassador, one of the State Department’s most seasoned Middle East diplomats, appeared to be genuinely fond of al-Maliki and profoundly understanding of the Iraqi leader’s troubles.

“We are dealing with existential issues. There are no second tier problems ... so there is a lot of pressure. And we all feel very deeply about we’re trying to get done. So yeah, sometimes there are sporty exchanges,” he said.

“And believe me I’ve had my share of them. That in no way means, in my view, strained relations. I have great admiration for Prime Minister Maliki, and I know General Petraeus does as well. And I like to think it is reciprocal. Wrestling with the things we’re all wrestling with here, it would almost be strange if you didn’t get a little passionate from time to time.”

Petraeus, a wily, rising star at the Pentagon who is known for holding his cards close to his chest, called his relations with al-Maliki “very good...and that’s the truth,” but acknowledged, “we have not pulled punches with each other.”

Here’s why, he said:

“We have made an enormous investment here — 3,600-plus soldiers, sailors, airmen and Marines have given their lives. And where we see something that could unhinge the progress that our soldiers and their soldiers are fighting to make ... or jeopardize some of the very hard-fought gains that we have made, I’m going to speak up. And I have on occasion. And on a couple of occasions have demonstrated the full range of emotions.”

All sides spoke with the critical September reports by Crocker and Petraeus to Congress clearly at the front of their minds — the need to make it clear to an increasingly hostile U.S. legislative branch that progress is being made and it would be wrong to start pulling out troops and cutting support now.

It will be a tough sell, but not for lack of getting their views before the public in advance of walking into Congressional committee rooms about seven weeks from now.

King Abdullah has called the U.S. military presence in Iraq an "illegitimate occupation," and according to 'congressional sources,' the Saudis have been either unable or unwilling to stop suicide bombers who have ended up in Iraq.

Members of Congress vowed yesterday to oppose any deal to Saudi Arabia on grounds that the kingdom has been unhelpful in Iraq and unreliable at fighting terrorism.

Better late than never.

Republic Or Empire?

Joseph Wilson, chargé d'affaires at the US Embassy in Baghdad during Desert Shield, was the last US diplomat to meet with Saddam Hussein. He is an adjunct scholar at the Middle East Institute in Washington, DC.

For the Nation, he writes, "Iraq is the linchpin for a broader assault on the region":

As the senior American diplomat in Baghdad during Desert Shield, I advocated a muscular US response to Saddam's brutal annexation of Kuwait in flagrant violation of the United Nations charter. Only the credible threat of force could hope to reverse his invasion. Our in-your-face strategy secured the release of the 150 American "human shields"--hostages--but ultimately it took war to drive Iraq from Kuwait. I was disconsolate at the failure of diplomacy, but Desert Storm was necessitated by Saddam's intransigence, it was sanctioned by the UN and it was conducted with a broad international military coalition. The goal was explicit and focused; war was the last resort.

The upcoming military operation also has one objective, though different from the several offered by the Bush Administration. This war is not about weapons of mass destruction. The intrusive inspections are disrupting Saddam's programs, as even the Administration has acknowledged. Nor is it about terrorism. Virtually all agree war will spawn more terrorism, not less. It is not even about liberation of an oppressed people. Killing innocent Iraqi civilians in a full frontal assault is hardly the only or best way to liberate a people. The underlying objective of this war is the imposition of a Pax Americana on the region and installation of vassal regimes that will control restive populations.

Without the firing of a single cruise missile, the Administration has already established a massive footprint in the Gulf and Southwest Asia from which to project power. US generals, admirals and diplomats have crisscrossed the region like modern-day proconsuls, cajoling fragile governments to permit American access and operations from their territories.



Bases have been established as stepping stones to Afghanistan and Iraq, but also as tripwires in countries that fear their neighbors. Northern Kuwait has been ceded to American forces and a significant military presence established in Bahrain, Saudi Arabia, Qatar, the United Arab Emirates and Oman. The over-the-horizon posture of a decade ago has given way to boots on the ground and forward command headquarters. Nations in the region, having contracted with the United States for their security umbrella, will now listen when Washington tells them to tailor policies and curb anti-Western dissent. Hegemony in the Arab nations of the Gulf has been achieved.

Meanwhile, Saddam might well squirm, but even without an invasion, he's finished. He is surrounded, foreigners are swarming through his palaces, and as Colin Powell so compellingly showed at the UN, we are watching and we are listening. International will to disarm Iraq will not wane as it did in the 1990s, for the simple reason that George W. Bush keeps challenging the organization to remain relevant by keeping pressure on Saddam. Nations that worry that, as John le Carré puts it, "America has entered one of its periods of historical madness" will not want to jettison the one institution that, absent a competing military power, might constrain US ambition.

Then what's the point of this new American imperialism? The neoconservatives with a stranglehold on the foreign policy of the Republican Party, a party that traditionally eschewed foreign military adventures, want to go beyond expanding US global influence to force revolutionary change on the region. American pre-eminence in the Gulf is necessary but not sufficient for the hawks. Nothing short of conquest, occupation and imposition of handpicked leaders on a vanquished population will suffice. Iraq is the linchpin for this broader assault on the region. The new imperialists will not rest until governments that ape our worldview are implanted throughout the region, a breathtakingly ambitious undertaking, smacking of hubris in the extreme. Arabs who complain about American-supported antidemocratic regimes today will find us in even more direct control tomorrow. The leader of the future in the Arab world will look a lot more like Pakistan's Pervez Musharraf than Thomas Jefferson.

There is a huge risk of overreach in this tack. The projection of influence and power through the use of force will breed resistance in the Arab world that will sorely test our political will and stamina. Passion for independence is as great in the Arab world as it is elsewhere. The hawks compare this mission to Japan and Germany after World War II. It could easily look like Lebanon, Somalia and Northern Ireland instead.

Our global leadership will be undermined as fear gives way to resentment and strategies to weaken our stranglehold. American businessmen already complain about hostility when overseas, and Arabs speak openly of boycotting American products. Foreign capital is fleeing American stocks and bonds; the United States is no longer a friendly destination for international investors. For a borrow-and-spend Administration, as this one is, the effects on our economic growth will be felt for a long time to come. Essential trust has been seriously damaged and will be difficult to repair.

Even in the unlikely event that war does not come to pass, the would-be imperialists have achieved much of what they sought, some of it good. It is encouraging that the international community is looking hard at terrorism and the proliferation of weapons of mass destruction. But the upcoming battle for Baghdad and the lengthy occupation of Iraq will utterly undermine any steps forward. And with the costs to our military, our treasury and our international standing, we will be forced to learn whether our republican roots and traditions can accommodate the Administration's imperial ambitions. It may be a bitter lesson.
